Controlled and Banned Items

For safety and security of our passengers, crew and aircraft, the items in the below are either restricted or prohibited from boarding our flights, in accordance with the Dangerous Goods Regulations (DGR) of International Aviation Transport Association (IATA) and HK Express rules. Any dangerous goods not specified in the table will not be accepted. We suggest you to always check local airport information before you fly since regulations may vary by country. Some items may fall into more than one category so please read the below information carefully.

Liquids

Passenger is allowed to bring liquids in your checked or Carry On baggage as long as they are within the limitation as stated in below table. Please note that airport security personnel will remove items that do not meet these requirements before you fly.

Batteries

HKE accepts certain types of batteries in checked or Carry On baggage with restrictions as listed in the following table. For passenger who owned a battery-powered wheelchair, please refer to the special assistance for more details.

Important Notice:
Apple has recently initiated a battery recall programme for MacBook Pro Retina, 15-inch units that were sold between Sep 2015 and Feb 2017 due to the batteries’ potential overheating and fire risk. This recall programme applies to selected serial numbers only which can be verified on Apple Inc’s Website. As such, Passengers are advised not to bring said devices which contain lithium batteries identified under the above-mentioned recall programme on board an aircraft, until they have been repaired as per the manufacturer’s advice.

  2. Must be individually protected to prevent short circuits by placement in the original retail packaging or by otherwise insulating terminals. (e.g. tapping over exposed terminal or placing each battery in a separate plastic baggage or protective pouch.
  3. Max. 20 spare batteries per person.

Additional requirements on Lithium Battery

  1. Batteries must meet the requirement of the UN manual of Tests and Criteria, Part III, subsection 38.3
  2. Lithium metal or lithium alloy batteries, a lithium content must not exceeding 2g; or
  3. Lithium ion batteries, watt-hour rating not exceeding 100Wh.
  4. Max. 2 lithium ion batterieswith the Watt-hour exceeding 100Wh but not exceeding 160Wh; or
  5. Max. 2 lithium metal batteries (PMED only) with the lithium content exceeding 2g but not exceeding 8g

Additional requirements on non-spillable batteries

  1. Max. 2 batteries per person;
  2. Voltage of each battery must not exceed 12V and the watt-hour must not exceed 100Wh;
  3. Battery must meet the requirements of IATA Special Provision A67
  4. Batteries must not contain any free or unabsorbed liquid

Fuel cell and fuel cells cartridges, spare for portable devices (e.g. camera, cellular phone, laptop computer and cam recorder)

Note:
Passengers are not permitted to import electronic cigarette devices, e-liquids and other similar or related products into certain destinations such as Hong Kong and Taiwan. Please check national regulations for specific details, which varies for each country.

The Hong Kong SAR Government has imposed a ban on the importation, promotion, manufacture, sale or possession of alternative smoking products, heated tobacco products (including e-liquids and plant material used for imitating conventional smoking) and herbal cigarettes. This also includes for personal use. Passengers beginning or ending their journey in Hong Kong must not carry these items in either their checked or carry-on baggage.

The Ministry of Health and Welfare in Taiwan has imposed a ban on electronic cigarette devices (e-cigarettes) and its liquids (e-liquids), as part of the Tobacco Hazards Prevention Act. As such, import of these products into Taiwan is not allowed.

Portable electronic devices (PED) containing dry batteries, nickel-metal hydride batteries, lithium batteries and non-spillable batteries, including medical devices and consumers electronics

  1. Measure must be taken to protect the device from damage and to prevent unintentional activation.
  2. Batteries and heating elements must be isolated in portable electric device capable of generating extreme heat, by removal of the heating element, battery or other components
  3. If devices are carried in checked baggage, the device must be completely switched off (not in sleep or hibernation mode)

Additional requirements on lithium batteries

  1. Max. 15 PEDs per person
  2. Batteries must meet the requirements of the UN manual of Tests and Criteria, Part III, subsection 38.3
  3. For lithium metal batteries, the lithium content of each installed or spare battery must not exceed 2g
  4. For lithium ion batteries, the Watt-hour rating of each installed or spare battery must not exceed 100Wh

Additional requirements on non-spillable batteries

  1. Batteries must meet the requirements of Special Provision A67 and must not contain any free or unabsorbed liquid
  2. Voltage of each battery must not exceed 12V and the Watt-hour rating must not exceed 100Wh

Lithium Battery-Powered Electronic Device. Such as Automated External Defibrillators (AED), Portable Oxygen Concentrator (POC), Continuous Positive Airway Pressure (CPAP), Power Tools Video Cameras and Laptops (Watt-hour rating exceeding 100Wh but not exceeding 160Wh, or the lithium metal content exceeding 2g but not exceed 8g)

  1. Measure must be taken to protect the device from damage and to prevent unintentional activation

  4. For lithium metal, a lithium content exceeding 2g but not exceeding 8g (Portable Medical Electronic Device – PMED only)
  5. For lithium ion batteries, a watt-hour rating exceeding 100Wh but not exceeding 160Wh

  1. Max. 2 spare lithium ion batteries or lithium metal batteries per person
  2. Batteries must be individually protected to prevent short circuits (by placement in original retail packaging or by taping over exposed terminals or placing each battery in a separate plastic bag or protective pouch)
  3. Spare batteries:
    - Must not be charged using inseat/inflight power during all phase of flight
    - Must not be used to charge or power other portable electronic devices during all phase of flight
    - Must not be placed in cabin baggage loaded in the overhead storage
    - Must be placed in cabin baggage under the seat in front, or other designated storage location, such as the seat back pocket

  1. Each lithium battery removed from the mobility aid must not exceed 300Wh.
  2. Max. 1 spare lithium battery not exceeding 300Wh; or
  3. Max. 2 spare lithium batteries each not exceeding 160Wh

  4. Removed from the mobility aid following the manufacturer’s instructions when the mobility aid cannot be maintained in an upright position

  1. Must be carried in strong, rigid packagings
  2. Packagings must be leak-tight, impervious to battery fluid
  3. Batteries must be protected against short circuits, secured upright in these packagings and surrounded by compatible absorbent material sufficient to absorb their total liquid contents
